Ituri : « à 25 dollars chacun, nous avons vendu nos cartes d’électeur aux sujets «Banyabwisha», témoigne un retourné de l’Ouganda

Le fait remonte en 2018, une année après la résurgence des atrocités de l’Ituri. En effet, avec ces hostilités sanglantes de la milice CODECO, des populations de plusieurs entités lacustres se trouvant dans les chefferies de Bahema Nord et de Bahema Banywagi en territoire de Djugu s’étaient déplacées en Ouganda voisin.

Sans assistances dans leurs sites d’accueil, tous les coups étaient permis pour qu’elles se procurent en vivres et médicaments.

« Comme nous n’avions rien à manger, nous étions obligés de vendre nos cartes d’électeurs (jouant le rôle des cartes d’identité temporaires, ndlr) aux sujets dits Banyabwisha, qui nous proposaient minimum 100 mille shillings ougandais (équivalant à 25 USD (Dollars américains vingt-cinq)», explique Maki, nom attribué à notre interlocuteur pour sa sécurité.

D’après son témoignage, des sujets « Banyabwisha» qui se trouvèrent au camps de déplacés de Chaka à l’ouest de l’Ouganda, s’étaient procurés de ces cartes à masse pour « facilement traverser la frontière congolaise.»

Qui seraient ces « banyabwisha » ?

Depuis plus d’une décennie, il se constate l’arrivée massive en province de l’Ituri des sujets rwandophones qui s’identifient à la chefferie de Bwisha dans le territoire de Rutshuru. Une migration précédée par des mouvements autrefois qualifiés de « suspect » par Julien Paluku Kahongya, ancien gouverneur de la province du Nord-Kivu. En le paraphrasant, il avait estimé qu’après investigation de son administration, aucune localité de cette entité de Bwisha n’était vidée de leur population pour déplacement au Grand Nord de sa province et en Ituri. Actuellement, l’origine de ces migrants laisse planer autant de doutes au sein des couches sociales, en Ituri certains soutiennent qu’ils seraient des éléments de la rébellion rwandaise de Force Démocratique pour la Libération du Rwanda (FDLR), mais sans une confirmation officielle du gouvernement congolais.

Pourquoi les « Banyabwisha» s’achèteraient-ils des cartes d’identité congolaises ?

D’après des analystes et de la majorité de l’opinion iturienne, les « Banyabwisha » sont considérés comme des « envahisseurs» venus du Rwanda qui ne voudraient plus revenir au pays tenu d’un bras de fer par Paul Kagame, tombeur de l’ancienne armée rwandaise dont ses éléments étaient contraints de s’installer dans les entités forestières de la République Démocratique du Congo depuis 1994. Ainsi, pour mieux s’éclipser dans la population congolaise, ces « Banyabwisha» choisirent de s’acheter des cartes d’électeur congolais pour « revendiquer» leur appartenance au pays de Lumumba et obtenir des terres pour les bienfaits de leurs familles.

Eu égard à tout ce qui précède, ces analystes soutiennent que le gouvernement congolais devrait se pencher urgemment et subtilement sur la résolution de cette question énigmatique d’appartenance ou non de ce peuple à la RDC, mais également de son implantation dans des zones de l’Ituri et du Nord-Kivu. Fort malheureusement depuis plus d’une décennie aucune action concrète n’a été posée par le gouvernement congolais pour essayer de comprendre cette situation.

Alors que la Commission Électorale Nationale Indépendante venait d’annoncer le lancement des opérations de révision du fichier électoral, RFE, pour les préparatifs des élections de 2023, il est essentiel que des mesures rigoureuses soient prises pour ne pas enrôler des individus dont les origines restent douteuses.
